KBIA-FM signed on the air in April as an NPR-affiliate station used as a training lab for broadcast journalism students. Its studios were in the Journalism Addition, now Neff Annex, and it had a 100,000-watt stereo signal. W. David Dugan Jr. was appointed general manager and Roger Gafke first news director. Jack D. Hubbard was appointed public affairs director.
KBIA gave radio journalism students hands-on experience with the reporting techniques and equipment they would be using as professionals.
